-Is this issue just happening with a user, or with your administrator account?
-you said that there is an old phone that is still asking for verification phone, in this case, is the issue happening just in one mobile device?, is so, I would like to know what is the device OS, whether a iOS or Android for example, so I can send you instructions to re configure the device.
If you'd like please include an specific time so we can discuss this over the phone, please refer to this help center article that summarizes the process of Turning off 2-step verification, notice that to do this you'll need to have the user's credential including their password http://support.google.com/accounts/b...answer=1064203.
