ya şimdi bu nedendir diye kesin birşey kimse söyleyemez.
Herhangi birşey olabilir.
son zamanlarda kurdugun bir modül yüzünden olabilir. Hostun yüzünden olabilir. phpmyadmını biri kurcalamış olabilir.

vb destek forumunda biri aynı senin gibi sorun yaşamış...

OS Error Code 13: Permission denied
You do not have permission to write to a directory. Most commonly the temporary files directory. Create a directory in your User Home directory on the server and chmod it 777. If this does not resolve the issue then you must contact your host and have them fix your permissions.

ingilizcem fazla iyi değil çeviremedim ama chmod ayarlarıyla ilgili sanırım..

umarım çözersin.

forum klasorunde tmp adlı bir klasor olmalı, yoksa eger kendın yap ve chmod ayarını 777 olarak ayarla bi bakalım.
