Thank you for contacting PayPal in relation to the limitation on your
account, PP-814-544-406.
I have reviewed your account and it shows that PayPal are holding funds on
your behalf. Regrettably it is a necessity that these funds be held for a
minimum period of 180 days; however I am happy to explain the reasoning
behind this hold.
As you are already aware Mr BIYIKLI, PayPal is a bank and as such there are
certain risks that, as a business, we need to make sure are minimised for
the benefits of both the business and all PayPal customers. I would like to
add that we have no intention of keeping these funds for any period of time
longer than the necessary 180 days.
Some of the risks that your PayPal account holds for PayPal are the risk of
chargeback’s and Buyer Claims. These risks cannot be anticipated and thus
PayPal must protect itself and our customers to avoid any losses. As you
may already be aware, the timeframe that credit card companies allow for
chargeback’s to be issued is 180 days after the initial transaction. It is
this 180 days that PayPal have based our policy around. If we were to allow
all your funds to be withdrawn from your account and a chargeback was
issued, PayPal would, by law, have to pay this chargeback from our own
account. As you can imagine, this would potentially open up PayPal systems
to abuse from dishonest individuals. We are not in a position whereby we
could make a judgement call on each case and it is imperative that PayPal
treat every account equally. As such we have written into our user
agreement that if any situation arises where PayPal would prefer to end our
business partnership, we have the right to protect ourselves against these
risks.
As we make a point of treating each customer equally, it is with regret
that we will not be able to remove this withdrawal block until the 180 day
threshold has expired. Once the 180-day period has elapsed, you may either
withdraw to a bank account that is registered on your PayPal account, or
request a wire transfer which will cost 40.00 USD fee.
I realise that this may not be the outcome you would have wished for but I
do hope you will understand that this decision was made in accordance with
our company policy. While I cannot change this I will make sure your
objection is duly recorded. PayPal have abided by its User Agreement and
polices and have conformed with all associated laws to the best of our
ability and will obviously continue to do so. Unfortunately, at this time
you will not be able to continue to use the PayPal system for your business
purposes. We at PayPal wish you good fortune in your business endeavours. I
would also like to take this opportunity to thank you for your co-operation
with our ongoing investigation and regret that we were not able to come to
a workable solution.
