They state that you cannot use them as a default for another pop-under ad network, but that you can use them first in a default chain, so that another ad network's pop-under will appear when NetRift's ad doesn't (i.e. you can use them first in your default chain.) They state that they only count US/Canadian traffic, and possibly European traffic. Their frequency cap is one pop-under per unique visitor per day, and require their pop to be the only pop-up/under on the page. They only pay via PayPal (on the first and fifteenth of the month, for the previous calendar period.), And don't ask for a snail-mail address. The implication is that Non-US publishers are OK, as long as they can secure a PayPal account.
