Your account is not approved because you have paid for the account using
Paypal. All accounts paid for by the use of Paypal as the billing method
must be hand approved by the billing representative in charge of account
approval.

I have forwarded your message to his personal queue. Once he is in he
will be able to approval your account. Generally he is working Monday
through Friday from 8:00 AM PST to 5:00 PM PST. It is during this time
he should be able to approve your account.

I am extremely sorry for this inconvenience, however there is nothing I
can personally do to approve your account at this time.
