According to our records there has been a chargeback on this license.

"Inactive - Charged Back"

This means you do not have permission to run a forum using vBulletin, nor do you have permission to transfer it to a new party.

I will add the license to our legal database to have it checked out and see which sites run using this license. If you run a forum I recommend to turn it off and remove it from your server as soon as possible.
