Diğer arkadaşımızın dediği gibi SSH config üzerinde " UsePAM yes " alternatifini deneyebilirsiniz. Servisi yeniden başlatmanız gerekiyor. İlgili işlemler sonrası yine aynı şekilde problem devam eder ise her ne kadar önermesemde aşağıdaki işlemi sırasıyla uygulayabilirsiniz.
chmod 550 /root
chown root:root /root/.ssh
chmod 755 /root/.ssh
