Başlığınız hatalı olarak gördüm çünkü yapılan işlem E-DEVLET üzerinden yapılmamaktadır, yapmış olduğunuz işlem nvi.gov.tr adresinin vermiş olduğu SOAP servisi ile yapılmıştır.
