We recently detected publishers and app creators in a number of countries creating low quality experiences and in some cases attempting fraud. We take the safety of people and advertisers incredibly seriously, and for that reason we've decided temporarily close self-service publisher onboarding for Audience Network to number of regions.

Again this is only temporarily, we hope this restriction will be removed soon but for the time being we don't know the specific timeline. Thanks for understanding, we look forward to working with you in the future.
