i figer that out (need more than 1h)
#1 Press F2 and hold (press F2, before you push power button)
#2 Then push the power on button
#3 You shuld see screen Logo "Toshiba leading inovation" (now can relese F2)
#4 Stop holding F2 button
#5 Folow the good know instructions in left down corner
Seems that after upgrade BIOS, fast booting is enable by default
