It is not possible for this to work. The triggering frequency for a traffic signal priority control system is 10hz. A remote control operates at 38.5khz. They are not compatible. There is also an activation light on the signal that will flash if the signal was activated. It didn't in the video, so it didn't work, they just knew the timing of the traffic light.
