A semi-dedicated is a shared server and does not contain WHM like your reseller account does. I can still do this upgrade for a single site under your account. If you wish for your entire account with all of your sub account from WHM to be upgraded then it would be better to move to a full dedicated environment which does support WHM like your reseller plan. The semi-dedicated servers are generally only designed for one high traffic site and add-on domains, not for sub-clients.
